It doesn't have to be fighter jet perfect.
I just want to copy the closest thing I can find that is used for this application, in this case a tractor trailer side skirt and reproduce it for my application in a way that might work best.

Ran into another problem. When I go to weld the #13 expanded stainless to the .062 wall pipe it will burn up. It will "sugar" the back side of the weld.
So I needed something that could apply a tremendous amount of energy very quickly to a very small area. So I built a 2,000+ amp spot welder out of 4 microwave oven transformers. This should provide full metal to metal fusion over a 1/4 inch heat up then cool down the area before the metal can get hot enough for long enough to sugar.
