What is being said is, it is surprising China hasn't jumped to the Elio vacuum and made something similar. Actually motorcycles from overseas aren't all that easy. For example, if I bring one in I won't be able to use it on road, my state makes it painful without a proper title.
You really need some type of business presence to sell any foreign roadgoing product, even if its a set of motivated dealers getting the paperwork done.
