I think that the headline is a bit poorly-worded. Seems to me the headline should read: "GM confirms 60 kWh battery pack for the Bolt EV and THAT DC fast-charging will be optional."

The 60kwh battery isn't optional like the Leaf's 24->30kwh upgrade.
