It is a bit more complex, if it weren't I would have imported an India spec daihatsu charade 1ltr diesel car already. (those are over 25 years old now)
The state also has something to say on the matter as well, Wisconsin oddly sucks when it comes to gray market cars, you almost need a title place to help.
Ah well, would be nice to see the full process and how many hoops are required to get to the license plate.
