I think that we ought to specify a particular aircraft.
Planes are designed for a variety of purposes and will vary dramatically with respect to mechanical efficiency and the drag components which add up to the total drag.
Some aircraft 'fly' off the ground,while others must 'rotate' to achieve lift.
*Retractable undercarriage would be different than fixed-gear.
*Presence of streamlined struts,wheels,antenna,etc..
*Tricycle landing gear would be different than a tail-dragger.
*Fixed slats/slots/flaps would be different than actively managed devices.
*FlexSys wing-morphing is coming online which will further blur distinctions.
*Supersonic aircraft vs transonic vs subsonic vs ultralite.
*Active swept-wings vs non.
*Tri-wings/Bi-wings/Mono-wings/Slant-wings/Delta-wings/etc..
*twist/taper/dihedral
We really need to be specific.
Designers probably do not ignore subflight drag,but may concentrate more on flight conditions once to altitude and cruise velocity is achieved,accepting inefficiencies during the takeoff phase of operations.
