I don't think it would work as part of the hubcap, but if you drilled and tapped holes in a complete weight (wheel weights are now steel instead of aluminum, at least in CA), you could hammer them on the wheel and screw your cover to them. Put 3 of them evenly spaced with mounting holes in the cover to match. Seems like it could work fairly well.
