I would have to say that one would want the swivel wheel as far back as possible so you would have a smoother ride aka longer wheelbase.

Although the Vespa front fork wheel setup might seem ideal, I don't believe that small shock will last as long as you might expect. You might need one with a bigger oil reserve so it can maintain a better range of dampening fer a longer period of time.

Also, I'm not gonna put a lot of faith in the bungee cord setup over time...at least from my experience.
