The "Electric Drive" mentioned in the video could also be an electric pump for hydraulic drive. Several of the proposed small airplanes which convert into automobiles feature such systems. Not the most efficient way to go, but as these creations are more aircraft than car they get a pass - I guess.

I was imagining four wheel steering which could lessen the protruding angle of the turn radius for each wheel. However the snippets above seem to indicate front turning wheels only - despite the similarities fore and aft in the wheel arch configurations and detailing.
Lots of smoke and mirrors, but that's what a far fetched concept is all about, use your imagination to fill in the blanks - have some fun with it.
As mentioned by others, the vertical travel of the wheel would be near zero. Meaning the wheel spokes themselves would have to accommodate the shock absorption and travel. We have seen such wheels proposed in Popular Mechanics, Popular Science and for the run flat military for decades now.
