Actually, we're only going back to 1984 because that is what the EPA ratings go back to. But, I went through the ratings and pulled out the top 10 most fuel efficient gasoline powered cars on the EPAs list. Not too surprising, but the Metro clones (Sprint, Swift, Metro, Firefly, Forsa) dominate the list with the Hondas nipping at their heels with their ever lovely lean burn technology.
