Or they don't have access to a garage to preheat their car. Maybe they actually give a rats clacker about safety and want to see where they are going while not having their hands freezing onto the steering wheel. Or, god forbid, they want to be comfortable and not be a part of the hair-shirt brigade for the sake of a few cents!
