Dumb. Law should require pedestrians to make noise to alert others to their presence. You don't see people requiring bears to make noise in the woods. It's the tasty people that have to make a ruckus. :P

All probably pointless anyhow, since by the time the law passes, nearly all cars will have pedestrian sensing and automatic braking. Besides, people are already too bold when faced with 2 tons of hurling steel. They have been blocking I-5 protesting Trump, even though their state voted for Hillary. It's the only time I wish I had a car that burned as much oil as fuel and sounded like a top fuel dragster.
