Read all the info on the site and you will find that this unit is an electric throttle stop/lock.
You set the throttle where you want and the unit holds it at that place until you so let go. Either with the off switch or the brake. You would need to get a second micro switch for the clutch on manual cars so you don't over-rev when shifting. Or you would only use it in high gear on the highway and remember to tap the brake before downshifting or gliding.
Looks like a nice setup though. I remember seeing those on RVs a long time ago. (before cruise control became so popular)
