what's with us having this weird obsession with impounding. Here in Europe, if the car just doesn't pass the MOT/yearly inspection, if you tamper with the emissions equipment.
If any foul play is suspected in a random police check, the police orders the driver to a instant car inspection. (thus at base one)
The only thing you can get your car impounded is if you use the car itself for something illegal like smuggling or drug trade.
