I suspect mounting the pan to the bottom of the air dam would be best. I'd reinforce the joint with some 3/4" angle stock, mostly in the center straight section. The grill blocks on my car are mounted flush. For those who can't afford Hucho's book I recommend Joseph Katz's "Race Car Aerodynamics: Designing for Speed".
