The Pogue carb extended the idea of producing vapor to the extreme.

If you look up the original patent on Google, you will only get part of the story. What it doesn't tell you, and the supporters won't tell you either, is that there are several components and driving techniques that make the carb effective.

The car Pogue used was stripped of extra seats, spare tires, upholstery, etc. The carburetor needed a large heat exchanger that took up a large volume that extended into the passenger spaces. The chosen route was a largely flat, easy path and the car never exceeded 40 mph as . . . it could go no faster! Starting the car was problematical and a common carburetor was used to run the vehicle until enough heat was available. I got this information from a symposium back in the 70s where a credible witness to the event gave his account. This account is buried by the pro-200 mpg crowd.

Look up Pogue carburetors on Google Images and you will get dozens of pictures of the complex carburetor. In and of itself, it is a marvel. The scale of it is not apparent, but it is much larger than your usual carburetor.
