I just had a 19.5 mpg tank on my manual but that's 100% town and highs are about 10-20 degrees F with lows -10-0 and 8-12" of fresh powder everywhere. The fuel leak may explain the Torque error.
The CEL for the O2 reading is a known Subaru problem even with a new cat. They reprogramed the conputer to make it less sensitive but the best fix is a little spacer to put the sensor a bit out of the stream to make it a little less sensitive.
