Why do you need a new turbo?
First unplug the MAF it is the clip on the intake. Now see if power is back. If so clean the MAF and if that does not fix it get a new MAF.

If there is not change replace the vacuum lines one at a time.

Next I would apply vacuum to the turbo line and check that it is functioning. It might just need the VNT turbo cleaned. For this look on TDIClub they can help trouble shoot the issue.
