Isn't oil subsidized, then taxed?

For the record, top oil subsidies are:
Strategic Petroleum Reserve
Reimbursing farmers for fuel taxes for farm vehicles (used on their own farms)
Low-Income Home Energy Assistance Program (so poor people do not freeze in the winter)
