yup. the mileage depends on how fast you drive
8L/100km at 80Km/h, 10L/100Km/h etc.
I'd wish to get my hands on a '99, so it's not emissions restricted. I'd increase the compression to about 11-12 and run it on E85. And use LRR tires w/Modern oils.
