Quite a few in the UK. Google is your friend. Snowdonia, Dartmoor and the Lake District and all beautiful areas where you'll find bike hire. The Peak District is also stunning, but the terrain makes it harder going so more for the experienced cyclist.
The South Downs in Southern England is picturesque and easy riding. The Western Isles are also beautiful with fairly benign terrain, but the weather can be harsher.
Easy cycle hire is liable to be available in all these places.
