Had CARB been so concerned about emissions as it is about bureaucracy, it would have been lobbying for a waiver on crash standards to benefit some vehicle classes that have inherent advantages when it comes to fuel-efficiency such as Kei cars and forward-control vans. Even though they wouldn't appeal to the "urban cowboys" who just want to show off their "Prius repellent" smoke stacks and extended towing mirrors to keep an eye on their ghost trailers, I'm sure there are enough penny-pinchers and commercial operators who would enjoy such move.
