Econo mode is mostly achieved by driver behavior, not vehicle behavior.

If I set the cruise control, I don't want my speed fluctuating. It unnecessarily disrupts the drivers behind that might also be using cruise. If I cause a few of those following to brake, then I've undone what miniscule fuel savings I gained by allowing the car to slow.
