I haven't heard about that shut-off of the rear cylinder to cool it down, and it doesn't make sense anyways. When it comes to overhead cams I don't really believe they're so great at all, but liquid-cooling is a must for any decent V-Twin with a transversely-oriented crankshaft unless the designers intended it to burn the legs of the rider.
