Although anyone should be able to nominate a pothole, it would have to be evaluated to set the bounty. Then when it's triggered, the repairing entity would have to be graded or scored for quality assurance purposes.
Have you seen the companies that shore up subsiding foundations by injecting concrete into the ground under them? It might take a bolus of concrete under the hot patch to effect an adequate repair.
