Different parts of the country have different slang expressions and culture quirks. A dock port deck is a covered U shaped deck for travel trailers. They are kind of common around the midwest near the major rivers. They allow you to drive the camper trailer out to travel. But then park it back in the "dock" in regular house mode so you have a large screened in deck surrounding the house. They are cool because they double the enclosed size, while keeping mosquito's out.

I never heard about the gocart guy. Crazy!
