There are coatings out there like this, but as far as I know it's not unusually toxic, they are done in the US and pretty much only to race engines, not applied stuff that goes down a production line for daily drivers.

Then to play devils advocate, if this coating is so good why only apply it to hybrid engines.

If none of us have heard of it then it probably does not exist.
