Yes but a fraction of the cost, especially if there are tough pollution standards to meet. I would think that a common rail system designed to carefully meter fuel delivery in a multi cylinder-powered diesel motorcycle would cost much, much more than a single cylinder that rattles one's teeth.
I've often wondered about Fred's concept but with DI and turbo charging in a truly more modernized diesel single cylinder. That there might be a happy medium with compression ratio, weight, etc. His diesel was designed purposely with mechanical injection and naturally aspired so the engine could be light weight and low compression, but it's at the expense of just about everything that makes diesels amazingly refined and efficient and super torquey. So that makes me wonder what could be done with lots and lots of money thrown at it. I've heard that BMW is working on an all-aluminum diesel engine for automobiles.
