Displacement is not everything when it comes to mileage, and actually it wouldn't surprise me if one could get better fuel-efficiency with a K24 instead of a K20 even in a featherweight like the early Insight. Though I'm not so sure on how the aftermarket support for Honda K-series engines deals with efficiency-oriented projects, being able to reach a similar power and a higher torque at lower RPM ranges with a K24 even resorting to a lower compression ratio sounds quite reasonable, especially matching to a higher gearing and leaner burn.
