I hadn't given this thread much thought, but then this is exactly how the system should work.

The country road my parents live on gets paved about every 3 years and painted yearly. I've never seen it have the slightest problem, so I wonder why they keep putting down a fresh surface at great expense when the road going past the capitol building is like a minefield.

Crowdsourcing infrastructure problems makes sense. The things that are in most need of repair/upgrade get first priority, and that sets the price and vetts the labor.
