Personally, I think that removing the passenger side wiper is dangerous (unless you use Rain-X or some such), as an unswept area of screen could prevent you seeing a kamikaze pedestrian about to step out in front of you. It is certainly illegal, here in the UK, where even a bad stone chip could lead to a test fail.
Parking the wipers vertically is a better idea, in my opinion.
