Seems like a viable project to me. I'm a bit of a noob to car-hacking using computers but here is a good list of tools that I found so far:

The Stop/Start system would be interesting to have even on non-vw cars. So whatever algorithm you came up with for that could be a generic template for other cars.

To me, I would pick gps based start-stop. Because many logic-assumptions would be based on things like distance to the next traffic lights and current speed, are you going up a known incline or down.

Yes, the Honda Jazz/Fit has that type of sensor in its gearbox already to read incline but what fun is that - especially if that is not your car.

I'm swaying to using a Raspberry-Pi for all this because of the higher-level software tools. Using pieces from the above link you could actually start implementing some of this soon.

Did I tell you I know OpenCV (computer-vision) programming ? you could detect a green light with a camera module especially if it's at a known point.

You can colour mask it to find out if it's green or red.
