Having driven our Prius in LA / Burbank area, I'm going to guess that freeway driving is your problem: (a) you have to floor the pedal to merge with (b) 75-80 mph traffic that's supposed to be only going 65 mph. Remember EPA mpg tests are basically performed at 55 mph, with a few 'brief' spurts up to 65 mph.
Maybe prior to 2008, but not anymore:

2008 EPA tests are much more representative of real-world than the fluffy numbers pre-2008.
