I think they may be referring to buried cable in the road for guidance, special paint on the road to allow the car to detect it, or any number of proposed solutions that require money to be spent and stuff to be installed - on or under - the road so that the car works.

No infrastructure, IMHO, means this car will work with any road that already exists .. without having to change or upgrade the road. Upgrades to the car are fair game ...

But that's only my opinion ..
