As hypermiling is all about how little you can open the throttle body (less the TB is open, the less fuel is consumed.) a TB that is closed 95% with even a 1mm layer of film on it would have no bearing on fuel economy as it doesn't add to the restriction of the overall intake mass air. Its using a straw to breath in with then sticking the straw into a large cup vs xlarge cup, the amount of air volume being taken into the straw is the same.
Effect on performance, throttle response and correct operation....for sure.
