Fuel tank drain plugs are a no-no under the CARBB/ULEV/SULEV style rules, one of the criteria is no leaks to ground... Thats why the tanks are Poly or stainless now, so they don't rust and drip. the earlier SULEV BMW and Subaru;s the fuel tank was welded shut and the pump was inside, thats why you'll see what looks like amazing deals on some of them, the Bimmer fuel pump on the SULEV versions was a 2500+ dollar adventure because whole new fuel tank and lines..
