Aerohead, thanks for that info. I will start with the splitter lip plumb with the furthest forward edge of the bumper and see what happens. Can always shorten it if necessary, but as you say, no real way to quantify without a wind tunnel. Auto speed had a good article on how to measure lift, if I get that far. This van will likely never see any speed over 110 km/hr anyway.
