We fill up everyone's car to the rim before and after the route. We have special "seals" [stickers] that are put over the fuel doors after filling. They are like a state inspection sticker and it is obvious if they have been tampered with. So mpg is calculated by dividing the actual mileage of the route [106.3 miles] by the amount of fuel used [determined at the pump].
