It is indeed quite surprising, especially when we consider that other parts of the world usually have higher fuel costs for which the European gearing would be more suitable. But anyway, sometimes even in a 3rd-world country with a higher proportion of manual-transmission vehicles on the road, people are often too lazy to downshift when required, and the lower ratio supposed to address that issue.
