Even if people aren't taking the 30 minutes it takes to swap between providers to remain in the promotional period, it's worth the 10min to threaten to switch as they will almost always reduce your rate.

The marginal cost to have you as a customer is next to nothing, so any amount the provider can get from you is better than losing you to another company.

Too expensive. Many cellular plans have lower data rates. Google Project Fi charges $1/100MB ($10/GB). That too is expensive, but their unlimited talk and text is $20/mo and utilizes both T-Mobile (GSM) and Sprint (CDMA) networks.
