Yup. You found it.
My EBPV would clog up and run in "warm-up" mode from September to April.
Like running with an exhaust brake. Its why so many diesel pickups get lower MPG in the winter (over and above the denser cold air).
In fact some guys have rigged them up for manual control and used them as cheap and dirty exhaust brakes. Very handy retarding that trailer down a hill and much cheaper (if less reliable) than commercial exhaust brakes.
Downside: It take 4-5 miles for the truck to warm up enough for the heater to pickup.
