This guy might have never seen a Hyundai Eon (yesterday I saw a red one with Paraguayan plates while I was walking the dog, but was unable to take a picture of it) or those Indian-made Suzukis that are very common in Uruguay. Even though 78hp is not so impressive, I wouldn't consider it "underpowered" at all. Neither would I expect anything so fancy in an appliance-car like that, which might serve quite well for its purpose.
