Given that the vented front fender is more/less standard in the
less radical time attack cars your aftermarket suppliers may offer the hood scoop option for older Civics. Consider the Ferrari solution; bleed off the high pressure of the adverse gradient instead of forcing it through a convoluted pipe.
Some hood louvers at the mouth of the duct would have the same effect.
