Ebike /E motorcycle for the times its warm enough. My cusen built a custom 2wd 12kw(6kw each) freeway worthy (65mph wile peddeling)choper that could be operated on bike path with a flip of a switch. It detuned the power to the 1kw legal limit and tucked away the licence plate.
If your builder skills are there then the most economical way is th build the ebike /motor cycle your self.

Ebikes i've been reading in abit though
we have three classes:
Slow light EV, 15km/h and 1KW. No insurance needed and not even any specific laws regarding lights, reflectors, etc. Can drive on walkways at walking speed
light EV, 25Km/h, 1 kw, but max width 80cm. Can be operated on bike paths
needs lights and reflectors
motorized electric bikes
Needs insurance if it can move solely on electric power and no pedal assistance
