It's not just about the direction of your next duty station. Also it may have something to do with the time period in which you served and if you have a family or not. Me, I was married with kids so. *shrug*

Also Gumby hit on something there you may be thinking about deployments rather than being assigned a different duty station / PCSing. Yeah on my deployments I only ever carried ruck and duffle bags weapon etc.
