The problem is that unless you have a nice, regular grid, you can only do it on some streets. Do it on street A, and it's not likely that intersecting streets B, C, & D will match timings. And then streets W, X, Y, and Z that intersect with them have to be considered. Then you have to consider different traffic flows at different times of day, whether there are cars waiting in the left turn lane...
