I am stonkered. I'm 69, and grew up on Imperial MPG. Knowing that U.S. quarts were 32 fl.oz. to our 40, I had always converted 40 MPG to 32 MPG-US. Today, I was playing with my new metric calculator, and eventually deduced that US fluid ounces are based on alcohol rather than water. Checking in here confirms that I should have been calculating 33.31 MPG-US. This clears up a long-nagging suspicion that someone was fudging. However, if a gearhead like myself got it wrong, I'm sure I'm not alone.
