IIRC some countries such as Italy and Portugal had a tax bracket that benefitted cars with 1100cc engines, but I'm not sure if it remains in effect. But anyway, I can only guess it may enhance the low-end torque a little and fare better when it comes to emissions even if the compression ratio gets a small decrease (more specifically NOx due to the lower aerodynamic heating to be generated at a lower compression).
