Japan killing whales isn't a big problem as far as impact to sea ecosystems go. We tend to tolerate cultural traditions such as Eskimos hunting polar bears and Inuit hunting seals. I don't care to participate, but as long as the practices are regulated to remain sustainable, then I don't see it as a problem.
Africans slashing and burning rainforest isn't a historic cultural tradition as far as I know, but instead economically motivated. There needs to be more economic incentive to preserve the forests than is gained by short term farming.
