Most of the world has a much lower speed limit than America. Ours is at about 50 mph, which is optimum for highway economy.

Anyway, people going 70 mph on the Freeway are achieving more per gallon of fuel than people stuck in rush hour gridlock going 0 mph. It's that latter part that most governments are trying to address.
