Cheap cars aren't as cheap here as they seem. With smog and the state inspections, they are extremely strict and the vehicle has to be perfect. Or you know of a friendly mechanic for an inspection,

I'll get a letter in the mail soon ordering me to take my car to smog and a guy will plug a OBDII wire in, a probe in the tailpipe and rev it to 2500rpms for 2+ minutes. They also take pictures of the car. After I finish with that I'll do some aero mods.
